Economic Development Center
DC IMPACT goal is to secure private and public capital through development of both residential and commercial property. DC IMPACT will also provide an alternative mechanism to advance redevelopment and revitalization goals within communities in order to undertake economic development efforts and offer programs that benefit communities and neighborhoods. DC IMPACT projects and activities will include developing affordable housing; redeveloping properties to create mixed-use, commercial and office projects; implementing economic development and social programs; and, in some instances, providing ongoing property management. Programs and projects will also include:
Create a collaborative Economic Center for workforce training and funding assistance
Create quality retail and service opportunities by strategically restructuring business and retailing sites in order to attract professional offices, drug and novelty stores so that economic growth and customer services will compliment the revitalization in residential and economic activities
Stimulate Private and Public Investment
Establish partnerships with business and financial institutions in order to share resources and similar strategies and goals for North Richmond
Re-designate industrial and commercial land so as to stimulate and improve business structures maintenance, economic growth, and
Create job opportunities for residents.
Housing & Investment Program
With the rate of Home-ownership declining and the increasing homeless population within the North Richmond due primarily deteriorating housing conditions, poor maintenance, aging elderly homeowners the following programs and activities are proposed:
Develop a comprehensive Affordable Housing program that will include renovation of selected housing and new construction that will be in compliance with the Cities/County Housing Code regulations.
Promote Neighborhood Development Rehabilitation Loan and Grant Program.
Develop partnerships through collaborations with LISC, HUD, City-County Planning Board.

Small Business Development Center
DCI’s Small Business Development Centers (SBDCs) will provide assistance to small businesses and aspiring entrepreneurs throughout Richmond and its communities. SBDCs help entrepreneurs realize the dream of business ownership and help existing businesses remain competitive in a complex, ever-changing Bay Area marketplace, and funded in part through a partnership with SBA.
SBDC advisors provide aspiring and current small business owners a variety of free business consulting and low-cost training services including: business plan development, manufacturing assistance, financial packaging and lending assistance, exporting and importing support, disaster recovery assistance, procurement and contracting aid, market research help, 8(a) program support, and healthcare guidance.
